Savchyn A. Constitutional principles of the realization of the right to a safe environment in the conditions of war and post-war reconstruction of Ukraine.

The dissertation examines the constitutional foundations of the right to a safe environment in the context of war and post-war reconstruction in Ukraine. It analyzes the concept and substance of this right, its genesis, and international standards. The study explores the principle of the rule of law as a basis for environmental protection, constitutional protective norms, institutional guarantees in wartime, environmental assessment, audit, and the role of public oversight. Proposals for improving legal frameworks are formulated, including the expansion of standards for post-war reconstruction based on sustainable development principles. A three-tiered system of institutional guarantees (international, regional, and national) is defined, and the need for their reform in accordance with European standards and challenges related to ecocide during wartime is justified.
