Dissertation for the degree of doctor of philosophy in the specialty 081 ­Law­ Odesa state university of internal affairs, Odesa, 2024. The dissertation conducts a comprehensive study of the administrative and legal support of personnel management in the bodies of the National Police of Ukraine. It is proved that the main idea of the concept of «personnel management» looks like a system­structural approach to the management of human capital resources in an organization, which consists in combining many components, such as positions, departments and services, which are united by a single goal. Each of the elements has a specific functional role and relationship with other elements. An organization, in this context, is seen as a system with its own hierarchy and structure, including various divisions and positions, each of which meets specific management needs. It is important to note that these elements have the necessary infrastructure and resources to perform their tasks effectively. It should be noted that in the world practice, approaches to personnel management are implemented through appropriate concepts and depend on national policy. Having analyzed the current state of staffing of the National Police of Ukraine, it is determined that among the main problems in the field of personnel management, which need to be urgently addressed, are the following: firstly, the inconsistency of the state personnel policy with the requirements of transformation processes in the state. A significant part of the existing personnel corps is not ready to work in the conditions of today and for the future. Secondly, the imperfection of the legislative framework, which does not provide the processes of personnel management with legal validity, regulation and protection, does not take into account European standards in the personnel sphere. Thirdly, the lack of a strategic plan for training personnel in accordance with the needs of society, which provides for qualified forecasting, planning, and constant assessment of the personnel situation in the country. Fourthly, weak functional certainty of structures for working with personnel, insufficient qualification of personnel services leads to a decrease in efficiency, inconsistency of approaches in personnel management at all levels. Fifthly, there are no clear criteria for the effectiveness of the body entrusted with the function of working with personnel. All of the above problems also relate to the staffing of the National Police of Ukraine and are defined by us as separate tasks of scientific research. The concept of staffing can be considered in a broad and narrow sense. In a broad sense, this is an activity aimed at providing public authorities with personnel with the necessary level of qualification, professional and personal qualities capable of solving the assigned tasks. In a narrow sense, staffing is a normatively fixed and purposeful activity of specially authorized state bodies, officials regarding the processes of professional orientation, forecasting and planning of personnel needs, selection, training, placement and dismissal of personnel. The essence of staffing in the National Police of Ukraine lies in the activities of authorized entities in order to ensure the functioning of management, which is carried out under martial law and in the post­war period to ensure the rights, freedoms and legitimate interests of a person, by filling the organizational structures of the system of public administration with relevant personnel, creating their motivation for effective work, organizing their effective use, professional and social development, achievement of a rational degree of mobility of personnel, as well as their social protection. At the same time, the importance of staffing in the NPU bodies is to create an opportunity for the state itself, through its representatives (police officers), to perform the functions assigned to them, as well as the duties that the state bears to the individual.Scientific and methodological approaches to the study of the features of personnel management in individual public authorities make it possible to propose to implement the technologies of "assessment center" to the requirements and conditions of the specifics of the activities of the National Police of Ukraine, which will provide an opportunity to increase the departmental scientific potential in this area, first of all, to develop profiles of key and competencies of the main categories of employees.
