The dissertation work is devoted to the search for new approaches and tools to increase the effectiveness of the project activities of the United Territorial Communities (UTCs) based on in-depth theoretical analysis and practical research.
The dissertation analysed the concepts of "mechanism", "ensuring the effectiveness of project activity" and "united territorial community" using morphological decomposition. This made it possible to make a theoretical generalization of the researched categorical apparatus and clarify the essence of the concept of "the mechanism for ensuring the effectiveness of the project activity of the territorial community." In order to study the theoretical basis, the work analysed the peculiarities of the implementation of the project approach in the activities of united territorial communities.
The conducted analytical study of the features of project management in modern conditions made it possible to develop a conceptual model for improving the effectiveness of project activities at the local level in the conditions of martial law and post-war reconstruction. The uniqueness of the model is that it takes into account the social nature of the project activities of the united territorial community, the personal characteristics of project participants , their competences, the interests of all interested parties and the conditions of project implementation and provides an analysis by conceptual-target, functional, structural and diagnostic components. The model offers a new approach to assessing the effectiveness of project activities and allows more effective use of the potential of group work of representatives of local self-government and the public for community development and improving the efficiency of local self-government bodies.
The work offers a methodical support for determining the readiness of a united territorial community for project activity, which involves a personalized comprehensive analysis of financial capacity, personnel potential, organizational structure and technological support of a united territorial community, taking into account the peculiarities of its development, and allows determining directions for improving project activity thanks to application of the apparatus of the theory of fuzzy sets and the method of fuzzy inference. The implementation of fuzzy inference in the MATLAB environment was carried out on the example of the studied united territorial communities of the Kharkiv region on the eve of a full-scale invasion. The obtained results can serve as a reference point for the post-war implementation of project activities in the studied OTG.
As part of the study, a methodical approach to assessing the level of effectiveness of the project activities of the united territorial community was developed, which is based on the use of the proposed conceptual model of improving the effectiveness of project activities at the local level and provides for evaluation according to criteria grouped in accordance with the proposed conceptual model of improving the effectiveness of project activities at the local level equal in terms of components (structural, conceptual, functional and diagnostic), which allows assessing the completeness, effectiveness, quality and efficiency of the provision of public services in united territorial communities using a qualitative model.
It is proposed to improve the mechanism for ensuring the effectiveness of the project activities of the united territorial communities, which involves a preliminary assessment of the conditions necessary for the implementation of the project approach in the public administration of the OTG, as well as an assessment of the readiness of the OTG itself for this. A scientific-methodical approach to the development of community cooperation within the framework of increasing the efficiency of their project activities has been developed, which, unlike the existing ones, involves determining the relationship and the influence of the level of community readiness for project activities on the level of its effectiveness, implemented with the help of canonical analysis and matrix positioning, which will make it possible to formulate adequate recommendations for the development of cooperation with the aim of optimizing resources and their more effective use, and solving common problems of a financial, environmental, social and infrastructural nature.
The work has developed a scientific and practical approach to improving the effectiveness of the management of the project team of the OTG, which involves the use of software and appropriate tools to ensure the teamwork of the team, increasing the transparency of project implementation in terms of achieving the goals and progress of the project.
