The work carried out a comprehensive study of the formation of military security in the system of public administration, the selection of proposals for the development and provision of military security in the system of public administration.
The work substantiates that the military security of the state is ensured by the presence and functioning of the military sphere of national security. In addition, military security is a state of society that guarantees its development in peaceful and military-safe conditions, as well as a state of protection of Ukraine's national interests from military threats. Taking into account the trends of the third millennium, in which there is an increase in violence in various forms, as well as a large number of military conflicts of varying intensity on a planetary scale, including on the territory of Ukraine, it is a vital condition for the existence of society to determine the determinants of achieving peaceful conditions for the development of the individual, society and state
Military security is a part of national security, which consists in ensuring the protection of the state, society and citizens from military dangers, provided by the state's defense capability. Military security consists of many mechanisms, including: economic, financial, organizational, institutional, regulatory and personnel mechanisms.
The following problems are highlighted in the work: the development and implementation of the Concept of ensuring military security in the conditions of globalization and military challenges and dangers by 2030 is needed, which should provide for the system of reforming the Armed Forces of Ukraine, the development of scientific research, improvement of the economic provision of military security, etc.; requires the formation of new institutions of higher education for military personnel, where integrated dual training, as well as practice-oriented training should be provided; lack of scientific research institutions (institutions) that will carry out modern research on the problems of the theory of war, innovative weapons, protection against such weapons, etc.; requires formation of information security within the framework of ensuring military security; requires the formation of international cooperation within the framework of the formation of effective mechanisms for ensuring military security, the exchange of advanced experience and best innovative practices, including regarding the training of the armed forces, the implementation of joint exercises, the updating of weapons, the development of effective mechanisms for the protection of the population and the armed forces against new types of weapons; lack of research and forecasts within military and international security; needs a solution to the issue of organizing the activities of special enterprises for the development of robotics for military operations, as well as a solution to the issue of training professional specialists in the management of such equipment.
The author analyzed the regulatory and legal mechanisms of military security formation in the public administration system and stated that the main principles of military security, the main goals of military policy, etc. are regulated in the current regulatory and legal documents. At the same time, the legal documents currently in force partially and unsystematically solve the issue of ensuring military security in Ukraine. Today, there is a need to revise the main regulatory and legal documents aimed at ensuring military security and the formation of an integrated document aimed at the formation of military security in conditions of war and in peacetime. After all, military security in these periods is different and the availability of resources of the military security system depends on whether there is peace or military clashes.
As a result of the study, it was established that the main internal sources of military threats in military security are: a decrease in the readiness of citizens to armed defense of the independence, territorial integrity, sovereignty and constitutional order of Ukraine due to the weakening of the sense of patriotism in society and manifestations of other negative factors; challenges to economic security due to inflation, corruption, inefficient use of state and local budget funds; challenges to internal information security; formation with the use of information technologies of conditions for civil confrontation, destabilization of the situation in the country, in particular with the aim of resolving the internal armed conflict. In the military sphere, the main external sources of military threats are: the spread and build-up of nuclear weapons in the world, which can be an actual threat to the military security of both the country and the world, when the issue of the spread of nuclear weapons is not controlled.
