The dissertation is a completed research work in which the scientific task of public administration is formulated and solved, which consists in substantiating
theoretical provisions and developing practical recommendations for improving the system of public administration in the field of medical rehabilitation on the basis of the complex use of scientific approaches, methods, tools and the development of methodologies -technological support for their implementation in the researched area.
In the first chapter of the work "Theoretical foundations of public management in the field of health care in Ukraine" the essence and content of the system of public management of health care in Ukraine, the main stages of the formation and development of the system of public management of the public practice of medical rehabilitation, and the peculiarities of public management of the processes of medical rehabilitation in the context of ensuring the viability of the population.
The scientific-theoretical approaches to the clarification of certain terms that form the categorical-conceptual apparatus of public administration in the field of health care and, in particular, medical rehabilitation, are generalized. The concepts of "state administration in the sphere of health care", "public administration in the sphere of health care" and "public administration in the sphere of health care" were delineated according to their essential features, and their content was clarified. In accordance with the topic of the research, the author's definition of the definitions is given: "medical rehabilitation" as a set of measures, in the form of medical assistance and/or services for medical care of the population, provided by professionally trained medical workers, which are needed by a person who experiences or may experience limitations in daily functioning as a result of the state of health in interaction with its environment and "public management of medical rehabilitation" as a complex influence of institutions of state power, local self-government and civil society on subjects of the national health care system, which carry out their activities with the aim of ensuring the most complete recovery (or maximum compensation) of the individual's functions, abilities and capabilities, which were lost as a result of various negative factors.
The essence of the terms: "forms of public management in the field of health care" is determined as an external manifestation of the functions of the influence of the institutions of state power, local self-government and civil society on the subjects of the national health care system, the main purpose of which is to strengthen, restore or
maintain health I citizens; and "forms of public management in the field of medical rehabilitation in the conditions of innovative development", as the outer shell of management and organizational structures, which is provided by a complex of regulatory and legal, organizational functional, socio-economic, socio-psychological, moral and ethical, spiritual, informational and other aspects of the implementation of medical rehabilitation and fill this envelope with content that allows to adequately respond to external and internal changes in the conditions of the transformation of the system of public health care management and to provide for the purpose of strengthening, restoring or maintaining the health of citizens".
