The dissertation is devoted to a detailed study of the theoretical and methodological foundations of the organization of police services in the field of public security. It analyzes the existing concepts and approaches to the functioning of police agencies, with an emphasis on how these agencies are able to effectively perform their duties in the context of dynamic social change. The dissertation is devoted to a comprehensive study of the theoretical and methodological foundations of the organization of police services in the field of public security. This work pays special attention to the aspect of service provision, emphasizing that the police is not only a coercive body, but also a provider of critical social services to maintain order and trust in society. In today’s society, characterized by multi-vector changes, the role of the police as a service provider is taking on new dimensions. Police services are no longer limited to reactive actions in response to offenses. They include a wide range of preventive, educational and informational activities aimed at ensuring the safety and well-being of citizens. In particular, the development of the concept of community policing involves close interaction between the police and the community to jointly address security issues. The thesis emphasizes the need to improve the methods of providing police services through the introduction of innovative technologies, such as digital platforms for communication with citizens, intelligent monitoring systems and data analytics. This allows the police to more effectively predict and prevent potential threats, improve response time, and increase citizen satisfaction with the quality of services received. The thesis focuses on the issue of standardization and regulation of the quality of police services, emphasizing the importance of developing criteria for assessing the effectiveness and accountability of police activities. By adopting international standards and adapting best practices, Ukrainian law enforcement agencies can improve the quality of service delivery, thereby ensuring public trust and support. The thesis explores the important role of police services in the public safety system, with a focus on the managerial aspects that contribute to its efficiency and effectiveness, based on the experience of the United Kingdom (UK). The study is conditioned by the definition of public security and the main characteristics of the active influence model occupied by police services in this system. Particular attention is paid to defining the legal framework governing police activities, emphasizing the need to comply with national legislation and international human rights standards, and the importance of a strong legal framework to define the limits of police powers and prevent abuse. The article focuses on the organizational structure of the police service delivery system and its specifics in the United Kingdom. The author characterizes the essence of the concept of efficiency of police services, which largely depends on an optimized organizational structure. The hierarchical relationships of management, response and decentralization are explored, with an emphasis on flexible but clear organizational models that allow for quick decision-making and efficient allocation of resources for service delivery.
