Tomak O. Mechanisms of managing the development of the medical support system for military servicemen and veterans of the military service of the Armed Forces of Ukraine

The dissertation examines the theoretical, methodological and practical aspects of public administration in the field of health care of military personnel and veterans of the Armed Forces of Ukraine, basic approaches to the organization of the medical provision process taking into account the current situation. The biggest problems regarding the quality of health care organization are discussed. The analysis of information led to the concept of transformation of the sphere of management, which included the structure, relationships between elements and sources of funding. The study of Ukrainian and foreign examples of optimization of the medical system for the support of military personnel had a significant impact. The legislative framework on this issue in Ukraine was analyzed, which identifies unregulated parts of the system and focuses attention on them in order to maximize the efficiency of personnel, finances and management. The social component of the issue was considered and problematic aspects of the system's functioning were identified. The functions and role of the medical care system of the Armed Forces of Ukraine regarding the implementation of state policy in the field of health care have been documented. Attention is focused on understanding the procedure of medical care as a complete system and ways of its manifestation in interaction with citizens. Also, the existing controversy regarding the current state of affairs is discussed: on the one hand, the need to separate the civil and military components of this system, and on the other hand, the potential benefit from their full integration. It is clear that the potential market of medical care in Ukraine is large enough to optimize the functional health care system of military personnel and veterans of the Armed Forces of Ukraine in the context of a single medical space for the population of Ukraine. There are necessary conditions for wide use of the potential of the medical services market, in particular, taking into account the potential of self-organization of society. It is shown that the changes in the functioning of the troops and their medical service are explained by the significant role of the state policy on military health care, which increases the importance of the medical service in preserving the health of servicemen and maintaining their combat capability. We need a quick movement towards reforming in the direction of the European model of creating a health care space for servicemen and veterans of the Armed Forces of Ukraine. A difficult transition to the market of medical services, where the participation of providers of various forms of ownership is increasing. The discussion of urgent issues related to the creation of a market of services for the population of Ukraine, which suffered from military aggression, involves the adoption of decisions at the national level regarding the creation of a single medical space for the entire population of Ukraine. It is important to recognize that the complexity of the administration of the military health care system is related to the complexity of the management process: the process encompasses several organizational systems that affect the management of many functions in the institution, these functions are also characterized by a complex set of rules. A theoretical approach to the planning of measures that would maximize the efficiency of the medical system within the framework of saving resources of the health care sector of Ukraine in the conditions of a limited framework for maneuver is proposed. Effective optimization of planning is extremely important for the realization of the mission of creating a space for providing medical services to veterans of Ukraine and their families in today's difficult conditions. The main goal of project management efficiency is to reduce costs, as well as to maximize the result and reduce the duration of the project. The proposed method of state regulation should become consistent and orderly with the use of methods, techniques and levers to implement the proposed list of principles of state regulation of the service market and create an effective system of health care for the population of Ukraine. These principles derive from the European standard of health care for soldiers and veterans who participated in combat operations. The scientific and practical significance of the obtained results lies in the multiplication and modernization of knowledge, theoretical approaches to the justification of policy regarding the security of Ukraine in the context of improving the state of health care. Theoretical arguments, conclusions and proposals can be used in the practical activities of Ukrainian civil servants and officials in order to increase the effectiveness of their policy on creating a single area of health care in Ukraine.
