Dissertation for the degree of Doctor of Philosophy in the field of public management and administration in specialty 281 “Public management and administration”. University of Customs and Finance, Dnipro, 2025. The dissertation is a completed scientific research work, which provides a solution to a relevant scientific problem – theoretical justification and provision of practical recommendations regarding the need to strengthen the development of interaction between civil society and the state to protect the national interests of Ukraine. The introduction substantiates the relevance of the research topic, which is of particular importance in the context of modern challenges faced by Ukrainian society and the state. It is proven that civil society plays an important role in supporting the country's defense capabilities, countering propaganda and the spread of disinformation. Volunteer and veteran organizations, charitable foundations, youth movements and organizations, and other structures have mobilized significant resources to support the Armed Forces of Ukraine and the population in times of crisis, which demonstrates the importance of cooperation between the state and civil society. It is substantiated that the formation of new models of interaction between civil society and state bodies is a key factor in building a more effective system of public administration that will ensure the protection of national interests at different levels The first section of the work "Theoretical principles of the development of mechanisms of interaction between civil society and the state" reveals conceptual approaches to the study of the genesis of civil society in world and domestic science, the foundations of the formation of civil society, its essence, structure and institutional support, as well as the main mechanisms of interaction between civil society and the state, in particular legal, organizational, informational, communication mechanisms. The second section of the work "Features of the state's relations with individual public organizations in Ukraine" analyzes the development of socially dangerous youth subcultures in the context of implementing regional youth policy, reveals the features of interaction between the state and fanatical organizations in the context of forming the image and protecting the national interests of the state, and based on a questionnaire survey of respondents, an assessment of the impact of civil society and youth subcultures on the protection of the national interests of Ukraine is carried out. The third section of the work, “Directions for Improving Mechanisms of Interaction between Civil Society and the State in the Context of Protecting the National Interests of Ukraine,” outlines ways to improve institutional support for interaction between civil society and the state in martial law conditions, and suggests directions for strengthening the role of public organizations in shaping youth policy in the context of protecting the national interests of the state. The scientific novelty of the dissertation research lies in a comprehensive analysis of modern forms and mechanisms of cooperation between civil society and state institutions to protect national interests, as well as in developing recommendations for strengthening this interaction with an emphasis on involving youth, volunteer, veteran, and fan organizations, taking into account foreign experience and the prospects for the development of digital technologies.
