Bliznyucova I. Information technology for creative management of IT-project teams

In the dissertation work, an actual scientific and applied task was solved, which consisted in the development and improvement of existing models, methods and information tools for managing IT-project teams with an innovative component. The paper analyzed the features of modern IT-projects, the levels of their innovativeness were investigated, and analyzed the means of managing such projects. A review of IT-project team management was conducted and teams that use flexible software product development technologies were analyzed. Modern technologies of creative management of IT-projects, which have an innovative component, are considered. These are design thinking, MVP, and Proof of Concept technologies. The analysis of project management information technologies showed that the use of automated project management tools leads to depersonalization and alienation of project participants. The work shows that in client-oriented and value-oriented environment, the lack of empathy of the team to the customer's problems can lead to the failure of the project. The work shows that client-oriented techniques of flexible management of IT-projects: design thinking technology, the technology of creating a minimum viable product and the concept of Proof of concept are the most effective environment for the development of IT-projects with an innovative component. The author has developed the conceptual model of creative management of the IT-project team with an innovative component. The work developed: a semiotic model of IT-project team management and a formal situational model, which serves as its basis. The need for improvement and development of new methods appeared because the teams needed to develop projects with an innovative component must be creative, self-directed and self-organized. This significantly distinguishes them from the classic methods of forming and managing IT-project teams, in which the main factors and success criteria were: planning, controllability, and subordination. And the main selection criteria were solely the professional abilities of the applicants as team members. The work improved the method of forming an IT-project team, which relies on the creative abilities of applicants in the process of selecting and forming a team. The author proposed a procedure for forming a minimally viable team, which will create favorable conditions for the development of self-management and self-organized processes. The paper proposes and substantiates the application of the genetic algorithm in the processes of IT-project team formation. It is shown that such a formation task is multi-criteria, and the solution lacks the main criterion, which is usually considered a success criterion. Therefore, the decision-maker should focus on his own experience, skills and competences. It is to exclude the subjective influence of the expert who has to make a decision that the use of a genetic algorithm was proposed. The method of creative management of the IT-project team was developed, which includes the production of professional growth of team members; development of their empathy (group empathy); development of emotional intelligence through the use of emotional team management; and achieving a common team goal that includes the individual goals of each team member. The peculiarity of the method is that the specified steps will become not only the achievements of the team members, but also the only possible leverage in ensuring the successful completion of IT-projects with a innovative component. Using the example of IT-projects the requirements for technical and psychological competencies of team members were analyzed and determined. In addition, an approach to creating an IT-project management team using the RACI responsibility matrix is presented. The fourth chapter presents the results of the development of information technology management by the creative team of the IT-project, which includes the results of the dissertation research. The author presents a developed web-application in which a genetic algorithm is implemented, with the help of which project managers are offered a project decision regarding the formation of an IT-project team. The practical significance of the work results is confirmed by their implementation in IT-project management processes through the use of the developed information technology and web-application. Using the models and methods of creative management of IT-project teams proposed by the author increases the probability of successful completion of IT-projects with innovative component.
