Essay

Objective: justification and improvement of institutional foundations for land resource management in the context of market transformations through the development of effective regulatory mechanisms, ensuring transparency in land relations, integrating ecological approaches into European processes, and harmonizing national policy with international standards under conditions of sustainable economic development. Object of research: the process of formation and functioning of the land resource management system in the context of market transformations. Research methods: synthesis and system analysis, abstract-logical method, content analysis, statistical-economic method, monographic method, comparative analysis, factor analysis, grouping method, simulation modeling, scenario forecasting. Theoretical results: reflected in conceptual approaches, methodological foundations, and conclusions of the dissertation research, which contribute to deepening the theory and methodology of the land resource management process in the context of market transformations and are considered in the educational process of Polissia National University, particularly in teaching the disciplines “Management of Resource Potential of the National Economy” and “Food Security Management”. Practical results: development of theoretical and methodological generalizations and scientific-practical recommendations for improving the institutional foundations of land resource management in the context of market transformations. Scientific novelty: the study enhances scientific and methodological approaches to land resource management under market transformations, contributing to efficient land use and restoration. Specifically, improvements have been made in the mechanism for restoring war-damaged lands, theoretical foundations of land resource management through decentralization, methodological approaches to regulating the agricultural land market, and tools for assessing the effectiveness of state regulation in land use. Further developments include approaches to increasing transparency in the management of state lands, harmonizing land legislation with EU norms, identifying regional trends in land resource transformation, and introducing legislative changes to ensure fairness and sustainable land market development. The obtained results have practical value for improving land resource management, attracting investments, and implementing modern ecological and digital technologies in land use. Degree of implementation: LLC “KSANT-2”, LLC “Vegetable Technological Company”, Farm Enterprise “Kavetskyi”, LLC “AVEKONA”, Farm Enterprise “Nikonenko”, Polissia National University. Effectiveness: the research results will contribute to the formation of organizational and economic foundations for improving the institutional framework of land resource management in the context of market transformations. Scope of application: agricultural enterprises, local self-government bodies, scientific institutions of the National Academy of Agrarian Sciences of Ukraine, higher education institutions of economic profile, the State Service of Ukraine for Geodesy, Cartography, and Cadastre, state management bodies in the field of land resources, regional land relations departments, land management and cadastral institutions.
