The object of the study is territorial communities as a subject of local self-government in Ukraine. The purpose is to provide a scientific and theoretical substantiation of the peculiarities of regional policy implementation by territorial communities on the example of mountainous settlements of the Carpathian region in the context of the armed aggression of the Russian Federation against Ukraine and the implementation of the state's European integration course. Research methods. The complexity and multifaceted nature of the research subject necessitates the use of an interdisciplinary approach that allows analyzing the object of the dissertation from the standpoint of various scientific disciplines, such as political science, history of law, and public administration. Political science analysis makes it possible to consider the regional policy of territorial communities in a broader political context, to determine the role of various factors in shaping the development strategy of communities, and to assess their regional policy through the prism of European integration processes under martial law. We used a systematic approach to analyze the components of the resource potential of a territorial entity, to assess the effectiveness of the formation of the economic and cultural base, and to find ways to improve the social well-being of the population. To achieve the purpose of the study and solve the scientific tasks, a set of general scientific (analysis, synthesis, abstraction, generalization, induction, deduction), special scientific methods (content analysis, institutional method, SWOT analysis, comparative (comparative) analysis, modeling method) was used. The results of the study are of considerable interest both in scientific and theoretical and practical aspects, in particular, in terms of their application in the research field, educational process and in the context of regional policy and local self-government. The scientific novelty of the results is determined by a comprehensive analysis of the regional policy of territorial communities as a basic institution of local self-government in modern Ukraine; for the first time, the peculiarities of the formation of territorial communities in mountainous settlements of the Zakarpattia, Ivano-Frankivsk, Lviv and Chernivtsi regions are determined, and a classification of the main mechanisms for involving citizens in local decision-making through public hearings, consultations and e-democracy tools is proposed.
