Essay

The author carries out a full-fledged elucidation of the foodstuff situation during the World War I in Ukraine. Before and during the war it was among the worlds leading producers and exporters of grain, sugar and stockbreeding products. It catered for the army and civil population of cities and industrial regions of Russia Empire. The study explored the process of reforming of foodstuff organization. The governments' measures towards the foodstuffs market regulation, the role of local authorities, zemstvos and cooperatives in food supply of army and civil population are researched. The pivot problem of the thesis is an investigation of the causes and scales of foodstuffs crisis. The author considers them as a composed part of larger social and political crisis in the country. This called forth a change of the governmental foodstuffs politics in the autumn of 1916: a conversion from the laissez-faire foodstuffs purchase to the prodrazverstka.
