Essay

Object of research: forming of population employment and labor market, state policy of their adjustment in conditions of transition to market relations. Porpose of Research: studying of population employment structure, determination of tendency of qualitative and quantitative changes in population employment sphere in conditions of transitional economy, study of experience of foreign coun-tries in this domain, and also theoretical elaboration con-temporary adequate to transitional management mecha-nism conditions by structural displacements of employ-ment and possibilities basing of his realization in Viet-nam. Methods of research: by methodological and theo-retical base of dissertation are the economic theories, wide circle of special literature with given problems, packet of legislative and normative acts on employment adjustment questions and unemployment in society reforming condi-tions and economy. Results and novelty: Characterized basic employment structure change tendencies in condi-tion s of market economy transformation: employment growth in services sphere, different employment dynam-ics directions in rural economy; subregional, subtrade redistribution of labouforce under dominance of structural changes in economy; unemployment growth in cities, among young people; Displayed and opened discrepancy between economic growth and augmentation of unem-ployment in transitional Vietnam economy, that condi-tioned by demographic and economic factor; Opened to unemployment peculiarity in transitional economy: pre-vailing of secretive unemployment over officially regis-tered, masculine over womanish, high unemployment among skilled workers. In Vietnam is marked straight unemployment rate dependence from population close-ness; Are displayed the specific influence factors on em-ployment population in transitional economy: uneffective investments distribution, insufficient financing of scien-tific branches (education, preparation and retraining), ignoring of employment problem in regional economic programs; Is done a labor market fortune prognosis in Vietnam on period to 2005г; Are offered basic state direc-tions on population employment in Vietnam by way rise of of her effectiveness: creation of working places on foundation of new technologies, in that number for skilled workers; development of continuous education, change of his structure in accordance with progressive displace-ments in employment sphere; development of address youth employment; development of small and middle business on foundation of private sector; orientation on development of untraditional employment forms, related to subsidiary trades with primary processing of agricul-tural production; Sphere of use: the results of given re-search in sort fill up scientific knowledges of labour, em-ployment and to unemployment in transitional period in economic backward countries, will assist to further labor market theory development in conditions of market trans-formation. the Regulations and dissertation inferences can be made in practic ian use of managements by employment and attached to permission of unemployment problem in transitional period, and also in system of economic education.
