The author analyses Lototskys contribution into the development of Ukrainian movement of liberation at the end of the 19-beginnig of the 20 centuries; into formation of the state policy in the sphere of religion; in the formation of the basic principals of scientific institutions and political activity of the Ukrainian emigration.
