Basantsov I. Management of the process of forming and functioning of the Pension fund of Ukraine during the process of economic transformations

Object of research - processes of organization of management of pension system of Ukraine. Purpose of research: development of the theoretical approaches and practical recommendations concerning improvement of management of process of formation and functioning of Pension fund of Ukraine in conditions of market transformations. Methods of research: system-structural, comparative and statistical analyses, economic-mathematical method and method of expert ratings. Results, novelty: 1) Is generalized and the classification of systems of pension maintenance behind various attributes (form of the obligations concerning payment of pensions, requirements to participation in pension system, type of pension payments, way of organization of financial resources, pattern of ownership of funds, necessity of payment of payments, quantity of levels, place of formation of funds, way of redistribution of the incomes extended, 2) is specified and the place of Pension fund of Ukraine as agent of the state concerning rea lization of social insurance and social help in system of social protection of the population, 3) is proved on the basis of the analysis of processes of functioning of pension systems, principles assigned in a basis of management by pension systems, 4) for the first time are formulated on the basis analysis of influence of the circuit of management on efficiency of process of functioning pension system, the circuit of management of Pension fund of Ukraine is advanced, which satisfies to conditions of transition to a memory principle, 5) has got of the further development model of optimum territorial redistribution of means of Pension fund, which takes into account a parity of quantity workers and pensioners, average size of a payment on pension insurance one working, branch specialization of region, 6) have got of the further development of the recommendation concerning improvement of management of Pension fund on the basis of its information by personal introduction of the account of insurance payments..
