Essay

Ukrainian housing stock and system of enterprises of construction complex and public utilities engaged in its maintenance. Socio-economic relations formed in the course of housing reproduction under the conditions of market reforms and organizational and economic mechanisms of its regulation. The objective is to develop theoretical foundations, and conceptual and practical approaches for creation of effective organizational and economic mechanisms to regulate housing reproduction in Ukraine and provide sustainable development of housing and construction sectors in the course of market transformations. Fundamental provisions of economic theory as regards general principles and mechanisms of privatization of Ukrainian public housing stock, its reforming and state regulation in this sphere. General scientific and statistical methods, and methods of structural, systemic, comparative and factor analyses. The obtained results allow fuller untangling of the peculiarities of the development of housing and construction sectors under the formation conditions of market relations and development of a set of measures to provide Ukrainian citizens with dwellings at the expense of new housing construction, reconstruction and modernization of dwelling houses, completion of unfinished construction and creation of favorable conditions for housing maintenance and self-government. Refinement and revision of the existing methods, approaches, and notions: elaboration of approaches of investment provision for housing reproduction and development of the construction, including new construction, completion of unfinished construction, reconstruction, modernization and repair of the existing houses, and development of material base of the construction industry. New results concerning the development of methodical recommendations for conducting tenders among companies for the right to maintain houses, regulations on the procedure of construction crediting, and proposals concerning legal provision of the activities of co-owne rs unions and transfer of houses to the balance-sheets of these unions (condominiums). The research results were used in preparation and publication of "Forecast of development and location of productive forces in Ukraine for the period until 2010", and taken into account in methodical recommendations for conducting tenders among enterprises for the right to maintain housing stock and Regulations on the procedure of granting state long-term preferential credits to Ukrainian citizens for completion of unfinished dwelling houses. Ways and means to solve the housing problem may be used by national executive and management bodies, as well as by local self-government in conducting of national housing, town-planning and social policies; in development and implementation of long-term housing provision programs, especially for socially unprotected strata; in housing privatization, crediting and financing; in granting long-term loans for housing construction or purchase and housing privileges for young families; and in organization of co-owners societies in multi-flat houses and their maintenance.
