In this present thesis the evolution of state structure of Сossaks Ukraine and the function of its governmental institutions are being researched. Achievements, disadvantages and errors in internal and for-eign political activities of the government are being analyzed. The intentions of neighboring countries to restrict autonomous borders of Ukrainian state and to convert it into constituent of their own states (Russia and Poland) or into vassal tributary stole (the Crimean Khanate) were shown in the paper. These states' aggressive polices towards Сossak Ukraine, Russia's support of the part of separatist incited senior representatives, the waging constant war had not given the opportunity to Ukrainian government to concentrate the attention to the state creative activities and had stipulated the territorial disintegration of the state. The author of dissertation has determined that during Y. Khmelnitsky's reign oligarchic republican form of ruling has been established in Ukrainian power. The proofs we re provided by both objective fac-tors (as the restriction of hetman prerogatives by articles of Pereyaslav and Chudnivsky treaties, the concentration of all branches of power to the bodies of local administration had caused weakening of power vertical line), and subjective factors (the youth of Y. Khmelnitsky and the lack of political experience). Concerning internal activity of government it is worth mentioning its considered social economical policy, directed to the prevention of social outbursts in the state, and measures, coordinated to save territorial integrity of Сossaks Ukraine. In spite of that fact that foreign relations were banned, the govern-ment was conducting various activities to provide the state interests on the international arena, it was looking for allies, it was defending the interests of Ukrainian people before the governments of Russia, Rechi Pospolita and the Crimean Khanate.
