Moisyeyeva N. Mentality and local government: interrelation, problems, contradictions

The dissertation contains theoretical and methodological investigations in the field of Philosophy, History and Culture of Ukraine and of Slobozhanshchina as an example. The main idea of the work is the thesis of close interrelation between mentality and the local government. This interrelation is of primary importance for the state system formation in Ukraine. The analysis of interaction between mentality and the local government in Slobozhanshchina and in Ukraine as a whole indicates that the Ukrainian people's mentality includes the spirit and energy strong enough to survive and to adapt to hard living conditions; it proves that the people of Slobozhanshchina and Ukraine will be able to set up a democratic state. Having analyzed the historical facts one can state that the population of Sloboz-hanshchina was always predisposed to local government and has the kind of experi-ence, which is not found in other regions
