Essay

In thesis, new research and academic findings were collected regarding social and philosophic reflection on transitive society’s social and information policy phenomenon, which in conjunction solve a scientific problem of explaining a praxeological basis of transitive society functioning information support. A social and information policy phenomenon is described. It is proved that social and information policy is a result of social reforms and simultaneously – their generator, driver, accelerator, which can revive and enhance the processes of Ukrainian society’s living transformation. Methodologicalprinciplesofinformationprocesssocializationstudyaredefined: consistency and development, objectivity and his tourism, and a principle of causality. It is defined, that within a postindustrial society frame work together with traditional information and communication technologies of social reality constructing – informing and propaganda, Hi-Hume technologies have gained a great significance. It is ascertained, that state information security management institutional environment, which is supposed to elaborate and implement social sphere in formation security as constituent of social and information policy, structurally includes five components: regulatory, organizational, self-organizational, socio-cultural and cognitive components. It is indicated, that interaction between a state and civil society institutions as subjects of social and information policy elaboration and implementation results from transparency and openness, which in its turn is a natural display of widening the processes of democratization in the world and also is the respond to public organizations, mass media and international lenders demands. Authoritarian-humanistic type of ethics is defined to be an imperative of Ukraine’s social and information policy in present-day conditions as well as in its nearest future. The Ukraine’s social and information policy key priority guidelines are defined: worldview and conceptual guideline, civic and patriotic, spiritual and moral, information and psychological, information protection guideline, technologies development guideline.
