Lukashuk M. The potential of innovative configuration of modern knowledge: public choice of Ukraine

In this dissertation, the purpose of the research to develop and substantiate the concept of national public choice of the innovation configuration of modern knowledge in global coordinate system was set for the first time by the author. Also a set of theoretical and methodological approaches to ensure cardinal changes in the system of socio-economic structures in the process of creative conversion of the classical foundations of social development to the principles of functioning of the modern knowledge economy was proposed. It has been proved that the key provisions of such a socio-economic situation are the loss of the importance of classical factors of fixed capital after recognition of the priority of information technologies and the situation of the need for social choice of intellectual capital as the main stimulus for the formation of the modern knowledge economy. The provision on the complex nature of modern innovations, which requires a new structural combination of variable components of the research mechanism itself, which is based on competencies, but not on the capabilities of powerful organizations and totalitarian forms of management, was justified. It was suggested to distinguish between two interdependent but different components when revealing the essence and dynamics of information and technological progress and the role of the social sciences in the construction of a knowledge society. These components are the general component of modern information and technological transformations at the level of the world economy and the specific practice of the spiritual and cultural national methodology of the livelihood of a certain people, which ensures the formation of its own paradigm of the national-semantic field of territorial existence and the type of culture. The basis for the mechanism of their gradual rapprochement provides the dynamic development of information and communication technologies, and the process itself requires the conscious social choice of such transformation from the institutionally formed society. The need for a dialogical understanding of the problems of joint action and the theory of public choice in the sphere of economic, political, legal and state-management approaches using their combination on the principles and basics of the methodology of social philosophy was proved. For the first time in the framework of socio-philosophical cognition, the synergetic effect of the innovative process of forming the modern knowledge system in Ukraine was configured as a complex social act, which includes the analysis of such key competencies as the integrated information technological research model, scientific and pedagogical teaching technologies, personal and professional competence of the specialist and the latest mechanisms, methods and tools of the management system of the modern research sphere. The mechanism of their interaction was presented with the mandatory consideration of the characteristics of the national semantic field and the type of culture of the corresponding social production and the possibility of obtaining an effective result of its practical use. The idea of defining the innovative character of modern social processes as technological determinism with its own logic of development, which has an emergent character, is the final determinant of the system of social transformations and cultural modifications.
