Essay

On the basis of the socio-systemic approach and communicative philosophy, the thesis proves for the first time the role of science as a stabilizing factor of social processes that take place in conditions of permanent growth of social turbulence. The phenomenon of science is comprehensively considered as essentialy aimed at identifying stable and unchanging characteristics of certain systems of relevance, including society as such a dynamic and open system. Revealed by science knowledge about the laws of the development of society, supported by scientifically based knowledge about the determination of processes in the world as a whole, create the necessary theoretical principles, based on which value, worldview, methodological and praxeological recommendations are developed, which contribute to the preservation of the sustainable development of society and the successful counteraction of destabilizing factors, including and above all those that have the character of social turbulence. Social turbulence is analyzed as a special type of social determination, when the uncertainty of a significant part of social events is in sharp contrast with society's demand for stable and predictable development. This necessitates the use of preventive actions to maintain and strengthen the intended course of development. Such actions have the character of carrying out clearly defined operational tasks in accordance with the functional needs of this or that social system revealed by scientific research. Thanks to such a scientifically based operationalization, social systems do not go beyond the affordable (threshold) social-institutional imbalance, or are guaranteed to restore their necessary social-institutional balance. It has been demonstrated that in conditions of social turbulence, the social systems need constant coordination and clarification of interaction between them. Science provides a reflexive way of such coordination, which is based on the rational justification of the optimal management of processes in a particular social system. Since the reproduction of each of the social systems takes place on the basis of the needs of this system of social communication, the management of each system in particular requires a communicative approach in its specific application – as a rule, within the framework of the relevant science: economics, political science, law, etc. To solve the problems of coordination of communication in different systems, a general theoretical basis for the communicative approach is needed, which is provided by communicative philosophy and the theory of social systems in their combination within the framework of practical philosophy. It was revealed that in the society of knowledge, science not only produces knowledge that acts as a factor in the development and stabilization of certain social processes, but also contributes to the normative strengthening of the institutional structure of society. In particular, the advantages of the communicative approach to public management, as opposed to the subject and object approaches, were revealed. Science provides an example of the success of social communication, which is clearly reflected in the rules of its organization, the maintenance of already gained experience and its further normalization – on the example of collective searches for truth, legitimization of the results of scientific activity on the basis of critical thinking, as well as the verification of these results in the knowledge system that is being completed codification of the language of science. It has been proven that science is able to successfully fulfill the tasks of social stabilization under the condition of reliable balancing of its own relations with other social systems. For this, science must steadily follow the path of realizing its own cognitive interest, which subordinates all other interests to itself and that may have auxiliary significance and subordinate expediency in science – political, economic, legal, etc. It has been demonstrated that this focus of science on its own cognitive interest is provided by scientific discourse, in which the academic tasks and scientific arguments of researchers are of decisive importance, in the end – the achievement of scientific truth, and not the issues of profits, political correctness, legal compliance, etc. It has been demonstrated that contemporary science in solving the problem of determination shows a greater tendency towards convergence between different branches of scientific knowledge: both in the natural sciences and in the social sciences and humanities, the growth of uncertainty in the researched processes is analyzed through the theoretical model of multiple and non-linear determination.
