The purpose of the research - is determines cognitive possibilities of bibliometric as an instrument of management analysis of the development of both library science and library social institute. The object of the research - bibliometric analysis as an instrument of analysis library science in the period reform of library social institute. Methods of the research: system, historic-library analysis, statistical method, comparative analysis, bibliometric. For the first time it determines descriptions of bibliometric quantitaty-qualitaty aspects in correlation with the strategic development of the cognitive structure of library science on the basis of the documentary flow of ukrainian library science in 1970-1990.
