Essay

Dissertation is devoted to studying of history of formation and development of the electronic journal and its role in scientific communication and as an important component of the contemporary library's information resources. Scholarly journal evolution is discussed including reasons of its emergence and main milestones of its development which are analyzed from in relation to worldwide trends (modernization, innovation, transformation).The main functions, features and advantages of the scholarly electronic journal as well as existing standards of creation and dissemination, are traced. Basic conceptual, research and practical directions of library work using electronic journals through every stage of development, is proven. Peculiarities of electronic journal collection management are defined, as well as an appropriate technology scheme and key principles of collection management, which are based on the experience of advanced libraries worldwide during the last 10-15 years.
