Essay

There is implemented in the thesis the theoretic and methodological analysis and determined the role of factors of the technogenic and ecological safety in the economical policy of Ukraine. It is substantiated in the thesis the neccessi-2- ty of the implementation of the organizational mechanism in connection to secure the sea nature usage, including the establishment of the Regional center of forecasting of the technogenic and ecological safety (TES); also the elaboration of the TES administration program in the sea nature usage; also the creation of the Ukraine Association of TES security at sea. It is grounded that under the conditions of the limited budget means the development of the market of leasing services for the purchasing of the nature-protecting and the resources preserved equipment for the Ukrainian Black Sea region is, for the present time, the actual and real way out for the successful solution of the problem of the investment projects financing for the nature protecting.
