Essay

Object of research: interaction of management, authority and state. Purpose of research: philosophical analysis of management's, authority's and state's functional interaction; definition of these notions and analysis of management as the mean of social controversies' and conflicts' resolution. Methods of research: theory of organization and management, public agreement, structural and functional analysis, pragmatism, communications, synergetics, theory of elite.Results: theories of management, authority and state in history of philosophical are analysed; methodological analysis of management's, authority's and state's interaction is performed and three levels of management - technological, pragmatic, and moral and worldview are considered; the role of natural and social laws in management, dialectics of necessity and freedom of management activity and impact of requirements and interests on it's motives and goals is explored; the creative and determining role of intelligentsia and elite in effective management of different fields of society is shown; essence and main managerial methods of social controversies' and conflicts' resolution are clarified. Novelty: Concept of management's, authority's and state's functional interaction is proposed; historico-philosophical and methodological analysis of management's is performed; it is proofed that interaction of management, authority and state stands out as the social changes' indicator; determined that effective social management is able only under condition of its implementation on technological, pragmatic and moral and worldview levels; proofed that socially oriented and democrztic management fits the mentality, traditions and necessities of Ukrainian society most of all; it is shown that authority ought to correspond the worldview guide lines of human society; necessity to introduce the personal responsibility of managers for their organizational activity is determined; openness of dialog between current authority and society and participation of intelligentsia and national elite in social management is proposed; specificity of management, authority and state interaction is defined; it is clarified that social management ought to provide overcoming of negative consequences of social processes, stability and harmony in society; it is stated that effectiveness of managerial activity predominantly depends on the level the social conflict is being resolved at; it is proofed that correct managerial strategy and tactics, well considered system of managerial technologies allows to provide stability, social harmony and dynamical development in Ukraine.
