Essay

Thesis is devoted to one of the first attempts of the complex scientific research for wide ranges of the problems dealing with the problem of self-government of Zemstvo and their liberal movement in left bank Ukraine. The author determined the organizational structure and the essence of Zemstvo as the systems of the local government organs and analyzed the role of Zemstvo and its development on the primary stage of liberal movement at Russian empire. Special attention is given to the leading role of the prominent people in becoming of bases of the local government in Ukraine. The author used a great quantity of archival materials. The research showed the expediency of using the experience of Zemstvo in modern conditions of reforming the local government system.
