The Dissertation is devoted to the investigation of protection and preservation historical and cultural heritage in the Ukrainian Hetman State of 1918. The formation of the state cultural heritage system protection and preservation, problems of the professional training, development of the conceptual approaches to the monuments protection activity has been considered. The activity of the state and public organization in the preserving of the mobile and immovable values, the role of the public organizations, museums, libraries, archives has been researched.
