Object of research: system of labor protection on the level of state, regions, and enterprises. Purpose of research: improvement of conceptual, legal, and methodical foundations of labor protection's state management as well as elaboration of scientific recommendations for their implementation. Methods of research: statistical method, method of system approach, methods of logical and qualitative analysis and synthesis, method of expert evaluations. Theoretical and practical results: theoretical foundation of labor protection has been elaborated; the term and meaning of state labor protection, its goal, principles and main directions have been improved; evaluation of legislative and legal foundations of labor protection has been executed as well as recommendations for their improvement have been elaborated; directions of foreign experience's implementation within the sphere of labor protection have been drawn; causes of inefficiency of labor protection management on the state, regional and enterprises levels have been detected; proposals for improvement of scientific foundations of labor protection system on branch and regional levels have been elaborated; methodical rules for labor protection's stimulation on enterprise have been elaborated as well as their implementation have been secured. Novelty: Conceptual basis for labor protection on the state's level has been improved; its essence, term, goal, main principles, priorities directions have been formulated; drawbacks and directions for improvement of legislative and legal basis for labor management have been formulated; proposals for improvement of Law of Ukraine for labor protection and Law of Ukraine for local governance in Ukraine, Law of Ukraine for locals state administrations, Law of Ukraine for enterprises in Ukraine, Labor code of Ukraine have been made. Methodical recommendations for labor protection stimulation on enterprise were elaborated as well as mechanism for their implementation in branch and interbranch legal documents have been elaborated. Degree of introduction: main results of scientific research have been used by Ministry of labor and social policy of Ukraine, State Department for supervision over labor protection, Federation of trade unions of Ukraine, Committee for social policy and functioning of Verhovnaya Rada of Ukraine, Ministry of coal industry of Ukraine, Donetsk oblast state administration.
