Zakharova I. The role of Zemstvo institutions in the developement of public education in Ukraine (1864 - 1917).

The investigation studies the question of the participation of Ukrainian local authorities in formation and development of the primary education system, special features of Zemstvos system of education and bringing up, financial and material provision of schools. The investigation reflects long struggle of Zemstvo institutions with bureaucracy for increasing rights and povers in educating system, for democratization, humanization, decentralization of education, for autonomous status of Zemstvo s school. A loading Zemstvo s primary school was an actual realization of social ideal of public education, of Zemstvo s educational conception, which was based on pedagogical achivements of that period, on using new original vethods of organizing of educational process. The complex of factors, which effected the forms, scope and trend of Zemstvos activity in education, dynamic of educational processes in some regions of Ukraine, especially in " Pravoberezhzhya" was found out.
