Shara L. The Establishment of Municipal Government in Towns and Posads of Chernighiv Gubernia in the late 19th century

The object of study - the establishment of municipal government in gubernia, district and outside of staff towns and posads of Chernighiv Gubernia in the late 19th century. The purpose of study - to analyze process of the establishment of municipal government In territory of Chernighiv Gubernia, to investigate formation and use of local budgets, to give a rating to the initiatives of elective institutions concerning development of municipal economy, social-daily life sphere, environmental protection, the organization of public health service, dissemination of public education. The methods used in the research are: specially - historical: historical, comparative, retrospective; general-scientific: the description, dynamical. The research work is devoted to the problem of the establishment and functioning of municipalities in the towns and posads of Chernighiv gubernia in the late 19th century. The work is based on published sources and archive materials with reference to the scientific literature on the subject. The research work contains the comprehensive analysis of the evolution of municipal legislation and its establishment, social structure of voters and town councilors, the peculiarities of their election, the main items of receipts and expenditures of local budget on the development of municipal economy, the solution of the problems of daily life, environmental protection, the organization of public health service, and dissemination of public education.
