Essay

The object of study - the process of becoming of system of public health and population social protection in Ukraine in 1918. The purpose of study is the research of process of realization of bases of state policy of hetman regime in the sphere of public health and population protection. Subject-chronological, comparative-historical, system methods have been used. The dissertation gives a complex analysis of the activity of central and local organs of government, different levels self-government, voluntary organizations in the sphere of public health and protection of socially unprotected population groups. The priorities of government policy in the organization of medical and pharmaceutical service of population, sanatorium-resort construction, epidemic struggle, court examination formation, population social protection are determined in this work. The introduction into scientific circulation of a wide range of sources made it possible to disprove dogmatic postulates of traditional historiography regarding the disability of hetman regime to lead its own social policy.
