Essay

The object of this research is observing economic relations in sphere of population employment. The purpose of dissertation research is perfection of the social-economic mechanism of structurization and regulation of a labour resources use on the basis of definition of an occupation level of the population of region in conditions of transformation of the Ukrainian economy to new social-economic relations. Fundamental tenets of macro- and micro-economics, legislative acts of Ukraine on questions of work and employment of the population, regulations of conventions of the International organization of work, normative-legal and economic documents became a methodological basis of research. While solving separate tasks special methods were used: a method of the system approach, methods of economic-mathematical modelling; a method of the theoretic-logical analysis; a method of the comparative analysis; a method of a scientific substantiation; a method of scientific forecasting and a graphic method. Scientificnovelty of the received results is in improvement of the social-economic mechanism of structurization and regulation of a labour resources use on the basis of definition of an occupation level of the population of region in conditions of transformation of the Ukrainian economy. As a result of it for the first time a new parameter - an approximate level of shadow employment - is put into a scientific turn and the sequence of its calculation which gives new opportunities for more profound studying a labour market is determined. On a basis of cluster analysis and a rating estimation of parameters of social-economic development of region the features of territorial segmentation of Ukraine according to the level of shadow employment are determined. It promotes solving of problems of the population employment by increasing of reliability of its regulation. For the first time purpose function of regulation of a labour resources employment is offered and the system-forecasting dynamic social-economic model of formation of contingents of a labour resources is developed. This model states a quantitative estimation of movement of the population between alternative conditions of a labour market (official employment, shadow employment and unemployment) with regard for social-economic aspects of different levels. The mechanism of regulation of the population employment is improved with the help of the suggested system model with blocks of independent forecasting and regulation of contingents of official employment, shadow employment and unemployment at national and regional levels. The application of this mechanism enables to give a complex estimation of the population employment and to prove concrete directions of the basic measures according to the solving problems of an effective utilization of a labour resources in regions. The methodology of definition of a labour resources employment on the basis of the system approach with definition of specificity of display of leading contingents of a labour resources at different administrative-hierarchical levels has received the further development. Development of the methodology of definition of shadow employment as an independent equal in rights element of system of a labour resources use enabled to investigate its features, to estimate it and afford an opportunity of a theoretical substantiation of its regulation. Systematization of the factors, which quantitative and qualitative characteristics cause necessity of purposeful administrative regulation of efficiency of a labour resources use in region with the help of economic-mathematical modelling was also carried out.
