Pikalova G. Managment of the Social Protection System of the Population in the Conditions of Transforming Economy

Object of research: the processes of the development of the government social management in the context of the inhabitants social protection providing. The purpose of dissertational work is development of conceptual bases of increasing of effectiveness of social protection management of inhabitants in Ukraine. Research receptions: the quality analysis synthesis, abstract and logical analysis, grouping method, economic and mathematical analysis. Theoretical results: proposed complex and system view on the resources bases of social protection system of inhabitants; concreted the structure of state social guaranties in the transitional period to the market relations; investigated the roads of increasing of effectiveness of the social ensuring system functioning. The practical results: proposed theoretical points and practical recommendations are the base for the developing of the legislation acts, for the increasing of the economical ground and content social developing programs of thestate and of the regions, changes the mechanism of the resources bases of social protection system. Scientific novelty: concreted the components of the social policy in the conditions of transforming economy, constructional principles of the social protection system, structural parts in the social protection system; formulated the problems of the organizational and legislation mechanism of social protection on the base of state insurants; investigated territorial and industrial specialties of the regions: formulated the roads of the reforming of social protection system, proposed principles and factors of optimization of resources base of social protection.Degree of introduction: Recommendations of the author, which developed by results of researches, have found the realization in program "Donetsk region 2010", "Inhabitants health in 2002-2004", practical activities of enterprises "Donetsk Metallurgical Plant", Insurants company "Oradon".
