In dissertational work together with the theory of continuous marcovian random processes the apparatus of the theory of manoeuvrability and seakeeping of the ship is applied for the decision of a problem of coast guard shipsefficiency parameters definition for per-formance its basic operations of detection and detention of ships - infringers which has enabled to take into account features of modern coast guard ships operation and to determine thus influence of means of detection, arms and type of the ship on an outcome performance by the ship of security operations. The complex approach to definition of the coast guard ships optimum characteristics, including the joint decision of external and internal problems of its designing, the account of influence of factors of functional reliability and cost for all life cycle on value of criterion of efficiency, and also the account of influence of variations of the prices for efficiency of the ship is realized.
