Essay

The thesis is devoted to the problems of using the library network for needs of the information support of regional management bodies (RMB). The work proposes a variant of the bibliographical support model of the RMB based upon the situational attitude and the method of coordinate indexing and functional tasks system of the bibliographical segment of the information system for regional management bodies (LS IS RMB) which is a means for information interchange between RMB and the public. Into the ideology centre for constructing the mathematical linguistic support of operating the system it is suggested to put the concept of the situation for which on the basis of using the method of coordinate indexing the metainformation is prepared necessary for taking management decisions proper for a given situation. The essence of the mathematical linguistic support is the algorythm of operating the situational processor which for the coordinate indexing image of the situation gives the nearest (in situational understanding) coordinate indexing images of situational factors starting from fragments of normative legislative documents and finishing with sources of financial and material resources. For the information support of management bodies important is the quality of the information work of the staff and officials. The thesis formulates the paradigm, principles and rules of modern information culture.
