Mosukova N. The history of parliamentary system in Ukraine (1990-1998)

Object - political system of Ukraine in the last ten years XX centuru. Subject - the history begining parliament structure of Ukraine 1990-1998 years. Aim - to discover the peculiarites of social and political life in Ukraine, to analyse their influence on the development of Ukrainian parliamentary system in 1990-1998. Methods - logical and theoretical, system analysis, comparative historical, historical and genetic, content analysis, correlational analysis. For the first time complex reserch of interdependence and mutual influence of social and political activity, electoral legislation, election campaign and the character of parlament's activity was held. The peculiarities of social and political activity were analysed, also the causal and consequent connection of change of electoral legislation was established. The peculiarities of each law about elections for a given period were discovered. The factors that influenced the development and results of election campaigns were summarized. The reasons and the direction of structural evolution of parliament and faction formation were established. Dynamics of interaction of Verhovna Rada and political parties of Ukraine was traced. Criteria of evaluation of Verhovna Rada's activity were defined. The factors that impeded the more effective activity of Verhovna Rada were discovered. It is found out that in spite of the gradual strengthening of executive power during 1990s certain balance of legislative and executive branches of power is kept.
