In this dissertation the theoretic and methodological and methodical rules of the economic and ecological and legal regulation of urban environmental management in conditions of transformation of economy were developed. The essence and content of system of the regulation environmental management on the urban territories was opened. The scientific approaches and ways of perfection of the economic and ecological and legal bases of effective management of the environmental management's process, maintenance of the rational using and protection of the nature resources potential of urban territories in conditions of reforming of the property's institute are proved. New and improved existent methodological and methodical approaches to the economic and ecological evaluation of urban grounds which practically are realised at realisation of a money evaluation of the grounds of Odessa are developed.
