Essay

The object of the thesis is the processes of controlling successfulness of activities of the region entities on the basis of using labour potential. The aim of the research is working out theoretical and methodological propositions, practical recommendations concerning improving organizational-economical mechanism of providing social stability in the region. Methodological basis of the research is fundamental tenets of economic theory, theory of market economy, conceptual propositions of social-economical transformation of labour relations in Ukraine, legislative and normative acts which regulate labour relations in the regions and in the state as well, scientific works of national and foreign scientists. Information background was formed on the basis of statistics materials of Dnipropetrovsk region administration of statistics, state statistic committee, Ministry of Economics and of European integration affairs, Ministry of Labour and Social Protection. Scientific novelty of the results obtained liesin working out theoretical proposition and practical recommendations concerning improving organizational-economical mechanism of providing social stability in the region and comes up with the following: First: systematic approaches and set of instruments of substantiating the main sields of using labour potential of the region which that will provide its social stability are conceptually determined; organizational-systematic mechanism of increasing effectiveness of regulating employment of the population of the region with the help of appropriate criterion of optimization of interdependent function and indicts, directed towards maximization of level employment. Were improved: technique of determining indices of job profitability, as a derivative of level of employment of the region's population, and relationship between profit and wages fund, adjusted with labour cost ratio that allows to determine the degree of labour cost effectiveness with cost of living taken into account essence of the concept of "social-economical stability" and determined criteria of the assessment of its level, that allow to order general processes and to design mechanism of controlling social stability in the region; Got further development: directions of increasing effectiveness of using labour resources of the region through improving branch structure and working out systematic recommendations concerning analysis of state and (see continuing) prospects of developing population's employment; mechanism of regulating motivational factors concerning improving effectiveness of economic activities of the region's business on the basis of innovational-investment activity, Practical value of the obtained results lies in the fact that main points and recommendations of the thesis could be used for assessment of effectiveness of government policy in the field of using labour resources and while working out regional employment programs, got to the level of definite recommendations and create important basis for designing effective organizational-economical mechanism of providing social stability in the region. The main scientific points and practical recommendations are now being using in the work of city and district counsels of Dnipropetrovsk, Dniprodzerzhinsk, Nicopol and so on in the process of working out employment and programs of social-economical development.
