The thesis is dedicated to the research of the mobilization problems and the evacuation of the productive forces of Ukraine to the east of the USSR during the starting period of the Great Patriotic War; to the contribution of Ukraine into the improving the material-technical base of the victory over the German- fascists invaders A thorough analysis of different aspects of the chosen topic is done, the analysis of administrative and ideological pressure on the effectiveness of industry transition to military rails and evacuation in particular. The mobilization regime of the first period of the War (June 22 - December, 1941) is researched.
