Object of research: process of formation and distribution of incomes of the population of Ukraine in transforming period. The purpose dissertational is development of offers on regulation and distribution of incomes on the basis of research составлющих well-beings of the population and generalization of theoretical sights at formation and distribution of incomes with the purpose of increase of purchasing capacity of the population for maintenance of constant development of economy. Research receptions: the comparative analysis and synthesis; the correlation analysis; the abstract - logic analysis; the index analysis; economic-mathematical methods. Theoretical results: will consist in development of scientific - methodical bases of improvement of definition of parameters of a standard of living of the population and the basic social and economic specifications which assist increase of a management efficiency by incomes and social protection of the population of Ukraine in conditions of transformation ofeconomy. Practical results: investigated in the dissertation methodical positions, estimations and conclusions can be used in structures of the government at formation and realization of a policy of incomes, will provide more proved approach to statistical supervision and social and economic research of changes of a standard of living of the population. Scientific novelty: necessity of the complex approach to definition of a category « a level of incomes » as tool of a practical social and economic policy of the state in sphere of overcoming of poverty is proved; approaches to a choice of criteria of poverty are proved; theoretically also the differentiation of the population on медианному to a level of cumulative expenses is methodically proved; it is developed econometric model of an estimation of influence of macroeconomic parameters on a level of monetary incomes of the population; Theoretically also it is methodically proved range of social specifications (a living wage, the minimal consumer budget, border of pour, a physiological minimum); the technique of definition of conformity minimal wages and is offered to pension to a living wage.
