Essay

The novelty of the problem is conditioned by the fact that it is not thoroughly studied and the economic and cultural-educational activity of self-governing organs of zemstvos as well as theis political organisational and legal foundation of their operation in Right-bank Ukraine is sometimes given wrong estimotions. Introduced as a result of the goverment reform in 1911, the zemstvos of Kyiv, Volyn and Podilsk governorship demonstrated broad possibilities of local self-governing organs in modernisations of the economic life of the region, (raising its cultural level, enlightening the population).
