Object of research - processes of management of social development of regions of the country. The purpose of job - development of theoretical bases and methodical recommendations of a complex estimation of a level and quality of life the population of regions of the country. Methods: the system approach - for construction of model of interaction of the man with economy and environment, system of separate parameters of an estimation of a standard of living the population; the logic analysis - for specification both delimitation of concepts "level" and "quality" life of the population; the analysis and synthesis - for development of the conceptual approach to construction of the generalised estimation of a level and quality of life the population; statistical methods of modelling (the analysis) - for construction of a qualitative estimation of a level life the population. Theoretical result - the scientific results permit to decide a scientific - practical task of development of theoretical bases and practical recommendations from definition of a generalising estimation of a level and quality of life the population of regions of the country. Scientific novelty - for the first time: the conceptual approach to definition of a generalising estimation of a level and quality of life the population is developed which is based on delimitation of concepts "level" and "quality" life the population with use of a matrix, which provides synthesis of a level and importance of components; the theoretical bases of a qualitative estimation of a level life the population are developed on the basis of the theory recognition of images with use of a complex of economic-mathematical models, which enables both to distribute regions of the country, and to offer a rule of their formation; have received the further development: Methodological bases of construction of system of separate quantitative parameters of an estimation of a level life the population on the basis of models its component and structural - logic communication between them, that provides an estimation of the researched socio economic phenomenon and analytical opportunities of research of the reasons of its change; the methodical approaches to an estimation of quality life the population on the basis of model of hierarchy of the importance its component with use of a four criteria of a matrix, which provides an estimation of life of the man not only in view of the achieved level till separate to its components, but also their importance; is advanced: is specified and the essence of concepts "level" and "quality" life of the population is differentiated on the basis of the theories of "utility" both "value" of the boons and services of the man, which enables to estimate not only level of its life, but also quality.
