In this thesis methods, models and tools for analyzing and choosing the development lines of multilevel project management structures development were elaborated in the form of applied information technology of complex functioning analysis, project realization dynamics modeling with account for the risk factors impact and multilevel management peculiarities, and taking decisions with through knowledge-oriented decision taking support methods. The scientific achievements of this thesis are: the pioneered multilevel management structures (MMS) analysis approach, based on complex evaluation of project implementation results with account for risk factors, taking multilevel management peculiarities and MMS structural characteristics into consideration, it enables to discover elements having negative effect on the functioning of the whole system, determine the causes of the situation and suggest measures for their elimination. The MMS complex evaluation approach, methods and models introduced can be used incomplex technical-organizational project realization and organization development task resolution.
