Essay

The dissertation devoted to a theoretical, methodological and applied aspects of reformation the pension system in Ukraine. The purpose of the study is a scientific justification for the structure and content of the pension system as well as development of the organizational-economic and legal mechanisms for the pension reform. The object of the study is the pension system in Ukraine and the institutions supporting its functioning. The following methods of investigation were employed in the thesis: the comparative-economic, economic-statistical, sociological analysis, abstract-logical method; the programming method; the questionnaire, classification and typology method; the method of expert assessment and scientific forecasting. Main results: realization of the comprehensive theoretical-methodological grounding for the structure and content of the elements in the multi-pillar pension system; determining the content of the definition "pension reform"; justification for inclusion of the "accumulated pension rights" indicator as one of the components in the basic parameters of the pension system; precise determination of the function for the institutions that will operate the pension management system; elaboration the practical recommendations for drafting the socio-economic development programs in Ukraine, drafting laws and regulatory acts on the reform of the pension system; development of mechanisms for implementing the key social policy challenges through 2010. The consideration have been underlie of the some Laws of Ukraine, of the Plan of Actions Cabinet of Ministers of Ukraine, approved by the Verkhovna Rada of Ukraine and representative of International Bureau of Labor of Ukraine. The scientific novelty is linked to development of new theoretical and methodological fundamentals on the structure and content of the pension system and justification of application recommendations on improvement and efficiency enhancement of the organizational-economic and legal mechanism for realization of the pensionreform in Ukraine.
