Essay

Object of research: processes of transformation of social protection working on state, regional and industrial levels. The purpose of dissertational work is improvement of theoretical, legal and methodical bases of maintenance of social protection working and development of scientific - practical recommendations on their realization. Methods of research: the complex analysis and synthesis, logic generalization, the system approach, comparison, sociological researches. Theoretical results: development of theoretical bases of research of social protection working and a substantiation of scientific - practical recommendations on improvement of the mechanism of formation and realization of social protection working on state, regional levels. Practical results will be, that they create preconditions for introduction of the complete mechanism of maintenance of social protection working, assist perfection of social - labour relations, development of their contractual regulation, realization of the Concept ofthe further reforming of a payment, form conditions for becoming the market there which as a whole is transformed to creation of conditions for safety, developments of labour potential, its effective utilization. Scientific novelty: has received the further development of definition of social protection working; the reasons of low security of workers in sphere of a payment are determined; conceptual bases of social protection working are advanced; for the first time it is system are determined and is differentiated duties of trade unions on questions of social protection working on industrial, regional and state levels; uses of situational model for regulation of labour markets are offered; the design procedure of the minimal and average wages in a context of public cost of a labour, sufficient for the expanded reproduction of the human factor of manufacture is offered; necessity of an establishment of concept « the minimal wages » qualified employees in industrial and budgetary spheres is proved. Degree of introduction: scientific results are used at formation and improvement of the book by the seventh « Social partnership » project of the Labour Code, Law of Ukraine « About collective agreements and agreements », the Law of Ukraine « About a payment », by development of the General agreement for 2002-2003, by development of the Concept of the further reforming a payment and actions on its realization.
