Guba O. Improvement of Functioning of a Manager in Public Authorities: Theoretical-Methodological Analysis

The object is an administrator's activity in state authorities; the objective is theoretical and methodological analysis of an administrator's activity in state authorities and defining ways of its improvement in public administration practice in Ukraine; methods of analysis, synthesis, induction, deduction, analogy etc. and special methods of investigation, in particular, expert interrogations, and also system and situational approaches and structure modeling are used; the novelity is that models of theoretic and methodological analysis of an administrator's activity that open his functional and institutional components are developed; prospects of their application as tools of defined activity improvement are proved; paradigm approach to development of professional training programmes of public servants administrative culture state, in particular heads of the state authorities, with application of offered morphologic models of administrative culture, administrative values and methods of their achievements are improved;; outcomes are implemented both in the state authorities activity in Ukraine and in the process of educational and scientific area "Public administration" formation.
