Essay

In a scientific research based on scientific literature and legislation analysis, a topical scientific task for evaluating the professional activity of public servants in the education sphere of was solved. It was found that evaluation of professional activity of public servants in general and in the education sphere in particular was the subject of scientific attention of many researchers who defined it as an important factor in improving the efficiency of the functioning of the civil service, its professionalization and implementation of the state personnel policy in order to determine the level of observance of the principles of civil service in practice, ensuring legality in the system of functioning of the civil service and in the relevant area of management, promoting the formation of professional and high schools the recruited personnel of public authorities, the identification of potential opportunities for a civil servant with a view to his promotion, ensuring the promotion of his responsibility, and resolving issues relating to the improvement of professional qualifications and professionalism. The conceptual-categorical apparatus of the sphere of public administration was analyzed by formulating the author’s definitions of the concepts: «assessment of the professional activity of public servants»; «evaluation of professional activity of the professional activity of civil servants»; «Evaluation of the professional activity of public servants in the education sphere» as a process of forming a conclusion on achieving the results of activity during the reporting period in fulfilling the tasks set within the limits of professional competences in the relevant field and diagnosing the achievement of key performance indicators. Specified and systematized methods (goals management, graphic rating scale, compulsory choice, descriptive, questionnaire, critical situations, scale of rating behavioral settings, observation of behavior), functions (coordination, planning professional development of the employee, diagnostic, control; analytical, communication, motivational, gnostic) and principles (uniformity of conditions, transparency of evaluation conditions, regularity, legality, unified procedures, industry orientation, multisubject which form the basis for assessing the professional activity of public servants in the sphere of education.
