Essay

In the dissertation work, an urgent scientific task is solved, which consists in the development of theoretical foundations and substantiation of the foundations of the formation of the potential of the civil service of Ukraine in the conditions of axiological transit; the prospects for the development of the professional potential of civil servants are characterized and the directions of the formation of the potential of civil service in the conditions of an axiological transit are formed, namely: the disclosure of the features, essence and content of the development of the professional potential of civil servants from the standpoint of cinnamon-oriented and functional approaches; a list of competencies was formed, indicating the presence and inclination to the professional potential of civil servants; a system for supporting the formation of the capacity of the civil service was proposed; a structural and logical scheme for the development of the professional potential of civil servants has been developed; a system for supporting the development of professional potential and identified indicators that can be used to monitor the effectiveness of the process of developing the professional potential of civil servants. The conceptual and categorical apparatus on the research topic has been improved, namely, the author’s definitions of such concepts as "professional potential", "professional potential of a civil servant", "professional potential of a leader in the field of civil service" and "professional potential of civil service" are proposed and introduced into the terminology science "Public administration" the concept of "axiological transit" and "formation of the potential of public service in the conditions of axiological transit." The state of the research is analyzed and scientific approaches to the formation of the potential of the civil service of Ukraine in the conditions of axiological transit are systematized, the essence and role of axiological transit in the process of formation and development of the potential of civil servants is revealed, and the structure of the formation of the potential of civil servants in the conditions of axiological transit is developed. The content components of which we propose to include: personal and psychophysiological component; social component; moral and psychological component; professional component and axiological (value-orientational, person-centered) component. It is emphasized that the "axiological" component of the formation of the potential of the civil service includes, first of all, an incentive orientation, plays an important role in directed individual and collective actions. A model for the formation of the potential of the civil service in the conditions of an axiological transit has been developed and the levels and transitional (intermediate) states of the formation of potential have been determined. A draft Concept for the formation of the potential of the civil service of Ukraine in the conditions of axiological transit has been developed, which defines the goal, objectives, principles, problems and priority directions of the formation of the potential of the civil service of Ukraine in the conditions of axiological transit.
