Essay

The dissertation highlights the results of the research of the evolution of the system of professional education for public servants in Ukraine. The author got new research results that all together resolve the problem of modernization of the content of the system of the professional education for public servants in Ukraine. In the dissertation, for the first time, the main periods of the evolution of the system of the professional education for public servants in Ukraine are highlighted and characterized. The author distinguished such periods as: the origin the system of professional education for public servants in Ukraine (1991-1995); formation the system of professional education for public servants in Ukraine (1995-2004); reforming the system of professional education for public servants in Ukraine (2005-2014); europeanization of the system of professional education for public servants in Ukraine (2015-2019); modernization the system of professional education for public servants (2020-2025). In order to successfully pass the period of modernization, the author developed the conceptual provisions of the modernization of the system of professional education for public servants in Ukraine. The concept and model of modernization are combined by these provisions. The concept of modernization the system of professional education for public servants in Ukraine determines its strategic directions, takes into account the europeanization of public service and the best practices of the EU countries. This concept encloses the professional education for both those who were enrolled to public service for the first time and those public servants who have no their educational background in public administration and management. The concept model of modernization of the system of professional education for public servants in Ukraine determines its main elements, their functions, direct communication and feedback between providers and recipients of educational services. It is also focused on strengthening the role of the National Academy of Public Administration in the education and research components of professional education. The author made an impact on refinement the concepts and terminology in the field of public administration and management. The author provided own vision of the definitions of the following terms and expressions evolution the system of the professional education for public servants, reform of the system of the professional education for public servants in Ukraine, modernization the system of the professional education for public servants, professional competencies, professional development. The authors continued to systematize studies of the system of the professional education for public servants. The particularities of the impact of the Bologna process on the system of the professional education for public servants in Ukraine were highlighted. The mentioned features are as follow implementation of the system of higher education that contain three stages (bachelor, master, doctor of philosophy/ doctor of science), implementation if the European credit system (ECTS) and widen student mobility. The bases for the modernization of the system of the professional education for public servants were withdrawn from the government need assessment, necessity to ensure compliance of competencies as learning outcomes with those competencies that are needed for professional activities of public servants. Modernization trends in the system of the professional education for public servants in the EU were identified. Firstly, it is the development of a competency-based approach to the education and activities of public servants. Secondly, it is the organization of life-long learning. Thirdly, it is functioning of the specialized national educational institutions for the education and training of public servants, in particular for those servants who hold top positions. Fourth, it is the modular principle used for education program curricula, which correspond to the global challenges and needs of the society. Fifthly, it is an opportunity to obtain double diploma degree; harmonic combination of theory and practice; compliance with the principles of the Bologna process. Practical recommendations for the modernization the system of the professional education for public servants in Ukraine were also developed by the author.
