The thesis presents a solution to a topical scientific problem, which consists in substantiating a set of conceptual provisions for the functioning and development of personnel management in the State Border Guard Service of Ukraine and developing proposals for its improvement in the practice of public administration in Ukraine. The methodological contours of the concept ‘personnel management in the system of the State Border Guard Service of Ukraine’ are defined, which are understood by the author as the complex of decisions and actions for the formulation and implementation of human resources strategy to ensure the efficient use and development of the personnel of the State Border Guard Service of Ukraine as a strategic resource for achieving the objectives of territorial integrity protection, state security and performance of assigned tasks.
It is proved that the conceptualization of personnel management in the system of the State Border Guard Service of Ukraine and other bodies of the security and defence sector in the conditions of permanent military threat is conditioned by the objective needs of ensuring the territorial integrity and state sovereignty of Ukraine.
The scientific approaches are systematized; the content of theoretical provisions for the system genesis of personnel management of the State Border Guard Service of Ukraine, laws and regularities of this process are formulated; it is substantiated that the modern concept of personnel management is based on the idea of growing role of the employee's personality, the need to know his motivational guidelines, the ability to form and direct them in accordance with the tasks assigned.
Accordingly, the main objective of personnel management in the system of the State Border Guard Service of Ukraine is to provide it with the personnel required in quantity and quality, to organize its effective use, professional and social development for the implementation of official, personal and social goals.
The author considers the laws of personnel management to include general (necessary diversity, specialization, integration, time saving) and special (priority of social goals, the growing role of the subjective factor and increasing the intellectual level of managers, the dominance of the global goal). The regularities of the system genesis process of personnel management are established, in particular, the institutional dependence of personnel management on its forms and methods, which contributes to the unification of organizational forms of personnel management at its various levels; unity of methodological bases for personnel management analysis, which reflect interrelations and dependencies of approaches, techniques, ways and methods of personnel management in all subordinate and interacting bodies and systems; maintaining the proportionality and optimal ratio of all elements in the personnel management system; unity and subordination of efficiency criteria for personnel management.
As a result of theoretical interpretation and empirical operationalisation of the problem of personnel management development, a conceptual model of personnel management in the system of the State Border Guard Service of Ukraine has been developed, which is based on the implementation of standards for professional conduct and certification of personnel and is aimed at ensuring the development of deterrence capacity as a priority to ensure the appropriate level of national security, based on which approaches to personnel management of the State Border Guard Service of Ukraine are specified, in particular, diagnostic tools for monitoring personnel processes are proposed.
The complex characteristics of internal processes of personnel management functioning in the system of the State Border Guard Service of Ukraine are singled out, among which there are preventive, tactical, and strategic. It is established that preventive processes include timely detection of professional deformation of personnel, possible violations of the Statute of the State Border Guard Service of Ukraine and activities to prevent these phenomena. Tactical internal processes are aimed at responding immediately to the threat of war, protection of national interests and the state border. The author refers determining the requirements for the professional capacity of the State Border Guard Service of Ukraine, the needs for resources necessary for the proper performance of assigned tasks, strategic planning and evaluation of personnel performance to the strategic internal processes.
